Louisville, Kentucky Heroes
Councilman Kelly Downard- Republican Louisville Metro Councilman Kelly Downard supported the re-authorization of a gay-inclusive civil rights ordinance in Louisville. He also served as the Council President during the process. Log Cabin--Kentucky President Jimmy LaSalvia said that Downard "guided that divisive issue through the council during some public debates that were very tense." He continued, "The process was quite a circus, but Councilman Downard kept it under control and conducted the debate with respect and dignity."
"At one point," said LaSalvia, "the room was on the verge of exploding as everyone sat on the edge of their seats with emotion. Kelly slammed down the gavel and said, 'Ladies and gentleman, this is a body of government, not a hootenanny!' He kept control." Later, Downard said he was pleased with the vote to re-authorize the bill. "I think it's the responsibility of the council members to study the issues and to vote their conscience. I think we did that," he said.
Downard is now running for mayor of Louisville.
Four GOP council members joined Downard in voting to re-authorize the Louisville Metro Fairness Ordinance in December 2004:
